Now this is my opinion, during the fight, bakugo did infact surpass midoriya because his abilities where heightened to crazy levels and he also possesed the extra stockpiled strength and speed perks. the tricky part tho was in his overall control since it took a greater toll on him and thats to be expected since using the quirk at 100% has disastrous backlash on those who havent mastered it.

The movie is set at the timeline where all might, deku, and bakugo have shared the secret of one for all and where bakugo, even knowing the power of one for all, has continued to improve himself and is starting to understand the meaning of “save” in the phrase “win to save”. he’s found the answer, like he demonstrates during the class. The climactic heights of my hero academia: heroes rising seemed like it’d be the apex of midoriya and bakugo’s friendship and a courageous display that would be difficult for the series to top.
