After painting the textures, the effect works with a generic toon shader in full lighting: the problem is, it does not react to color or strength of lighting, beyond the banding. so with a dark blue light (for nighttime) we get this: the only solution i can think of is just keeping the lighting constant to achieve the banding, then just paint.
