Basically, there was never a point in the story worth giving vegeta super saiyan 3, because either there was a better form to get, or it just wasnt relevant. toriyama couldn’t decide on a design he liked. from what i heard lackingsource toriyama couldn’t draw vegeta with ssj3 hair without it looking goofy to him.
